The developers are still not ready to launch the final version of Minecraft 1.13 due to the bugs that have been discovered. They have attempted to address these issues in the test version Minecraft 1.13.0.17 for Android. As a result, installing the new release on your phone should be free from crashes and lag. At least, all previously identified errors have been resolved.
Performance Enhancements in Minecraft 1.13.0.17
A significant portion of the fixes is aimed at ensuring the game runs more quickly and smoothly. In this regard, several important improvements have been made:
Inventory performance has been enhanced
Block rendering in the game has become faster
A bug that could occur when interacting with fish has been fixed
Crashes during the creation of a unique game character in the generator have been resolved

Among the significant updates, the following enhancements have been made in Minecraft Bedrock 1.13.0.17:
Resolved an issue with items submerged in water during updates within the same chunk
Fixed the interactions involving riding animals while simultaneously using equipment items
Items held in the mouths of foxes will no longer be invisible
The jump distance of foxes during attacks has been reduced from 11 to 5 blocks, aligning with the Java version of the game
Fixed textures for horses that occasionally disappeared
Items held by players are now correctly displayed in third-person view

Navigation fixes when using a controller during new character creation
Resolved issues affecting the proper alignment of body parts
The character deletion screen has been updated to remove the transparent background

It is important to note that the initial version of MCPE was 1.13.0.16, but shortly after the change log was released, additional issues related to console launches were fixed, leading to the decision to update the version to 1.13.0.17. We hope that a polished final version will be available soon for download, rather than just a beta version of Minecraft for Android with all the latest features.
